DEAR JOAN: H. Stevenson and Co. may have had the food concession at the Saratoga Race Course years ago, but these days the operation is run by Aramark. And word has it that next year, a business called Service America will be responsible for the food served at the Saratoga, Aqueduct and Belmont tracks.
